Siri Skåre is Head of Global Programme at NOREF and in charge of NOREF’s activities in Latin America, Africa, Asia and South East Europe. For two years she was in charge of NOREFs work on Syria including the work with the CSSR, Civil Society Support Room supporting the UN led Peace Process in Geneva. Prior to joining NOREF, Siri Skåre was Director of international department at the Norwegian Centre for Human Rights at the University of Oslo for a eight years and for seven years Director of NORDEM, Norwegian Resource Bank for democracy and Human Rights. She has also been advisor in the Norwegian MFA and Norad and worked several years in the International Department in the Ministry of Environment. She has been observing elections internationally for the last 25 years and been head and deputy head of several OSCE ODIHR election observation Missions. Skåre holds a master’s degree in Political science/International relations from the University of Oslo.
